In 2009 (and updated in 2022)&nbsp;<a href=\"https:\/\/www.acecqa.gov.au\/sites\/default\/files\/2023-01\/EYLF-2022-V2.0.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Being, Becoming and Belonging: The Early Years Learning Framework for Australia<\/em>&nbsp;(EYLF) (PDF, 24.9MB)<\/a>&nbsp;was introduced for all early childhood settings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The&nbsp;<a href=\"https:\/\/www.acecqa.gov.au\/nqf\/about\" target=\"_blank\" rel=\"noreferrer noopener\">National Quality Framework&nbsp;(NQF) | acecqa<\/a>, introduced in 2012, is designed to ensure a uniform and integrated approach to the regulation and quality assessment of education and care services across Australia.&nbsp; A national body,&nbsp;<a href=\"https:\/\/www.acecqa.gov.au\/\" target=\"_blank\" rel=\"noreferrer noopener\">Australian Children\u2019s Education and Care Quality Authority (ACECQA)<\/a>, guides and monitors the implementation of the NQF to promote consistency across all states and territories. In Tasmania, the NQF is administered and monitored by the Department for Education, Children and Young People (DECYP)&nbsp;<a href=\"https:\/\/educationandcare.tas.gov.au\/\" target=\"_blank\" rel=\"noreferrer noopener\">Education and Care Unit (ECU)<\/a>.<\/p>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-pb-accordion-item c-accordion__item js-accordion-item no-js\" data-initially-open=\"false\" data-click-to-close=\"true\" data-auto-close=\"true\" data-scroll=\"false\" data-scroll-offset=\"0\"><h2 id=\"at-345591\" class=\"c-accordion__title js-accordion-controller\" role=\"button\">Co-location arrangements<\/h2><div id=\"ac-345591\" class=\"c-accordion__content\">\n<h3 class=\"wp-block-heading\" id=\"what-is-co-location\">What is Co-location?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Co-location is where Education and Care (EC) services run on Department for Education, Children and Young People (DECYP) sites. Sites such as schools or Child and Family Learning Centres (CFLCs).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two examples of co-location are:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A Long Day Care (LDC) centre in a building leased on a school site.<\/li>\n\n\n\n<li>Outside School Hours Care (OSHC) using shared facilities, like a school hall.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Partnership is the key to successful co-location relationships between DECYP and EC providers in Tasmania. The <em><a href=\"https:\/\/documentcentre.education.tas.gov.au\/_layouts\/15\/DocIdRedir.aspx?ID=TASED-1797567314-10374\">Co-located Partnerships Policy (PDF, 5.9MB)<\/a><\/em> and <em><a href=\"https:\/\/documentcentre.education.tas.gov.au\/_layouts\/15\/DocIdRedir.aspx?ID=TASED-1060461114-3927\">Co-located Partnerships Procedure (PDF, 637KB)<\/a><\/em>, along with the <em><em><a href=\"https:\/\/documentcentre.education.tas.gov.au\/_layouts\/15\/DocIdRedir.aspx?ID=TASED-1087178304-7503\">Partnerships Framework (PDF, 148KB)<\/a><\/em><\/em>, help support and guide these relationships, encouraging strong and effective connections built on mutual commitment and collaboration.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"required-meetings-between-decyp-and-the-ec-provider\">Required meetings between DECYP and the EC provider<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The&nbsp;<a href=\"https:\/\/documentcentre.education.tas.gov.au\/_layouts\/15\/DocIdRedir.aspx?ID=TASED-1060461114-3927\">Co-located Partnerships Procedure (PDF, 637KB)<\/a>, requires DECYP to meet with co-located EC providers. These meetings must be between decision makers from both sectors. DECYP Principals or School Business Managers and EC Leaders must attend. These meetings are opportunities to organise shared activities and discuss challenges. They also assist in the planning of transitions for children between the EC service and DECYP settings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The required meeting cycle is:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Minimum meetings three times per year with Outside School Hours Care, Family Day Care, Occasional Care<\/li>\n\n\n\n<li>Minimum meetings two times per year with Long Day Care services.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/documentcentre.education.tas.gov.au\/_layouts\/15\/DocIdRedir.aspx?ID=TASED-1060461114-3927\">Co-located Partnerships Procedure (PDF, 637KB)<\/a> outlines meeting requirements where DECYP and EC providers are encouraged to meet informally and communicate regularly, as suitable to the individual context.<\/p>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-pb-accordion-item c-accordion__item js-accordion-item no-js\" data-initially-open=\"false\" data-click-to-close=\"true\" data-auto-close=\"true\" data-scroll=\"false\" data-scroll-offset=\"0\"><h2 id=\"at-345592\" class=\"c-accordion__title js-accordion-controller\" role=\"button\">Communication<\/h2><div id=\"ac-345592\" class=\"c-accordion__content\">\n<p class=\"wp-block-paragraph\">Communication is a critical tool for achieving strong partnerships. In this context, it involves:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>keeping the best interests of children at the centre<\/li>\n\n\n\n<li>being open and respectful<\/li>\n\n\n\n<li>listening to understand differing perspectives<\/li>\n\n\n\n<li>communicating messages clearly and concisely<\/li>\n\n\n\n<li>using nonverbal visual cues to convey respect<\/li>\n\n\n\n<li>selecting the right form of communication<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">It is an expectation under the&nbsp;<a href=\"https:\/\/documentcentre.education.tas.gov.au\/_layouts\/15\/DocIdRedir.aspx?ID=TASED-1797567314-10374\">Co-located Partnerships Policy (PDF, 5.9MB)<\/a> and <a href=\"https:\/\/documentcentre.education.tas.gov.au\/_layouts\/15\/DocIdRedir.aspx?ID=TASED-1060461114-3927\">Co-located Partnerships Procedure (PDF, 637KB)<\/a>&nbsp;that co-located services communicate frequently, openly and respectfully.<\/p>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-pb-accordion-item c-accordion__item js-accordion-item no-js\" data-initially-open=\"false\" data-click-to-close=\"true\" data-auto-close=\"true\" data-scroll=\"false\" data-scroll-offset=\"0\"><h2 id=\"at-345593\" class=\"c-accordion__title js-accordion-controller\" role=\"button\">Legislation, Policy and Procedure<\/h2><div id=\"ac-345593\" class=\"c-accordion__content\">\n<p class=\"wp-block-paragraph\">Department for Education, Children and Young People (DECYP) schools and services, and Education and Care (EC) services are regulated and guided by a range of different legislation, policies and processes. Sometimes they are the same; sometimes they differ. It is important to understand the context of each other\u2019s operating environment to ensure we can work together effectively to improve the education and wellbeing of our children.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The&nbsp;<em><a href=\"https:\/\/www.unicef.org.au\/Upload\/UNICEF\/Media\/Our%20work\/childfriendlycrc.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">United Nations Convention on the Rights of the Child&nbsp;(PDF, 1189KB)<\/a><\/em>, has important overarching information for DECYP school and service and EC service staff.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Working in partnership is an active and ongoing process. DECYP schools and services, and EC services need to build strong and collaborative relationships to achieve positive outcomes for children.
