Please note that DECYP is not a regulatory body.<\/p>\n\n<\/div>\n\t<\/div>\n<\/div>\n\n\n\n<p>We all want young people to be safe in the workplace.<\/p>\n\n\n\n<p>As an employer or service provider, you have a significant opportunity to foster a culture of safety and respect in your workplace.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"providing-safe-workplaces\">Providing safe workplaces<\/h2>\n\n\n\n<p><strong>What has changed:<\/strong> The introduction of the <em>Child and Youth Safe Organisations Framework<\/em> (the Framework). The Framework is a new tool to help employers provide supportive and safe workplaces for young people.<\/p>\n\n\n\n<p><strong>What has not changed:<\/strong> The <em>Work Health and Safety Act 2012<\/em> and the <em>Code of Practice for Sexual and Gender-based Harassment<\/em> still applies to all workplaces. The new Framework adds to this by focusing on the needs of young people.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"vocational-learning-activities\">Vocational Learning Activities<\/h2>\n\n\n\n<p>Vocational learning activities in DECYP are:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.decyp.tas.gov.au\/learning\/career-pathways\/apprenticeships-and-traineeships\/\" target=\"_blank\" rel=\"noreferrer noopener\">Apprenticeships and traineeships<\/a>&nbsp;<\/li>\n\n\n\n<li>Vocational placements as part of VET courses&nbsp;<\/li>\n\n\n\n<li>Work experience, Work-based Learning, or work placement.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>While participating in these activities, it is important that our<strong>&nbsp;young students&nbsp;<\/strong>are supported and empowered. In response, the <a href=\"https:\/\/childsafe.humanrights.gov.au\/national-principles\" target=\"_blank\" rel=\"noreferrer noopener\"><em>National Principles for Child Safe Organisations<\/em><\/a> \u202fwere developed.&nbsp;<\/p>\n\n\n\n<p>The <em>National Principles for Child Safe Organisations<\/em> have been adopted in Tasmania\u2019s <em>Child and Youth Safe Organisations Act 2023. <\/em>The Act was introduced<em> <\/em>as a measure to protect Tasmanian children and young people. Under this Act, the <a href=\"https:\/\/oir.tas.gov.au\/organisations\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Child and Youth Safe Organisations Framework<\/em><\/a><em> <\/em>(the Framework) was created.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The <strong>Child and Youth Safe Organisations Framework<\/strong> provides guidelines for creating a supportive and respectful workplace culture. It outlines a best-practice model for prioritising the safety and wellbeing of young people in workplaces.&nbsp;&nbsp;<\/p>\n\n\n\n<p>By following this framework, you help protect young people (under 18) and ensure they feel safe and valued, both in the workplace and beyond.&nbsp;<\/p>\n\n\n\n<p>The Framework establishes:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>the <em>Child and Youth Safe Standards <\/em>(based on the <em>National Principles for Child Safe Organisations<\/em>) and the <em>Universal Principle for Aboriginal Cultural Safety<\/em>.&nbsp;&nbsp;<\/li>\n\n\n\n<li>the <em>Reportable Conduct Scheme&nbsp;<\/em>&nbsp;<\/li>\n\n\n\n<li>information sharing provisions&nbsp;<\/li>\n\n\n\n<li>the Independent Regulator.&nbsp;<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"the-framework\"><strong>The Framework&nbsp;<\/strong><\/h3>\n\n\n\n<p>Organisations who provide vocational learning services to people under 18 years of age may be <strong>required<\/strong> to adopt <em>the Child and Youth Safe Organisations Framework<\/em>.&nbsp;<\/p>\n\n\n\n<p>To check whether your organisation is required to adopt the Framework, please visit the Office of the Independent Regulator\u2019s \u202f<a href=\"https:\/\/oir.tas.gov.au\/organisations\/scope-tester\" target=\"_blank\" rel=\"noreferrer noopener\">\u2018Who Must Comply\u2019 page<\/a>. \u202f&nbsp;<\/p>\n\n\n\n<p><strong>Whether required to or not, we encourage all organisations to adopt the Framework. It is a best-practice guide for keeping young people safe in the workplace.<\/strong>&nbsp;<\/p>\n\n\n\n<p>The Framework does not replace an organisation\u2019s existing Work Health and Safety practices. Instead, it acts as an important extension with a focus on children and young people.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"how-to-adopt-the-framework\"><strong>How to adopt the Framework?&nbsp;<\/strong><\/h3>\n\n\n\n<p>To adopt the Framework, organisations will need to implement these elements:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>ten <a href=\"https:\/\/oir.tas.gov.au\/about\/child-and-youth-safe-standards\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Child and Youth Safe Standards<\/em><\/a> (the Standards)&nbsp;<\/li>\n\n\n\n<li>the <a href=\"https:\/\/oir.tas.gov.au\/about\/universal-principle-for-aboriginal-cultural-safety\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Universal Principle for Aboriginal Cultural Safety<\/em><\/a><em>&nbsp;<\/em>&nbsp;<\/li>\n\n\n\n<li>a new requirement for <a href=\"https:\/\/oir.tas.gov.au\/organisations\/reportable-conduct-scheme\" target=\"_blank\" rel=\"noreferrer noopener\">reporting concerns about conduct in the workplace<\/a> &nbsp;<br>(the <em>Reportable Conduct Scheme<\/em>).&nbsp;&nbsp;&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>These are the building blocks that support a workplace culture of safety and wellbeing for young people.&nbsp;&nbsp;<\/p>\n\n\n\n<p><strong>If you have any questions or would like support on how to implement this framework, please reach out to the Office of the Independent Regulator.<\/strong><\/p>\n<\/div><\/div>\n\n\n\n<div class=\"wp-block-pb-accordion-item c-accordion__item js-accordion-item no-js\" data-initially-open=\"false\" data-click-to-close=\"true\" data-auto-close=\"true\" data-scroll=\"false\" data-scroll-offset=\"0\"><h2 id=\"at-402391\" class=\"c-accordion__title js-accordion-controller\" role=\"button\">Direct employers of apprentices\/trainees&nbsp;<\/h2><div id=\"ac-402391\" class=\"c-accordion__content\">\n<p>If your organisation directly employs an apprentice or trainee under the age of 18, you:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>are <strong>not required<\/strong> to adopt the Framework (unless your organisation provides services\/programs aimed at young people where you would otherwise be required to adopt it). Please check your status at the Office of the Independent Regulator\u2019s&nbsp; <a href=\"https:\/\/oir.tas.gov.au\/organisations\/scope-tester\" target=\"_blank\" rel=\"noreferrer noopener\">\u2018Who Must Comply\u2019 page<\/a>.&nbsp;&nbsp;&nbsp;<\/li>\n\n\n\n<li>are <strong>encouraged<\/strong> to adopt the Framework as a best-practice approach for keeping young people safe in the workplace.&nbsp;&nbsp;<\/li>\n\n\n\n<li>are <strong>encouraged<\/strong> to adopt a <em>Child and Youth Safe Code of Conduct <\/em>and a <em>Child and Youth Safe Policy<\/em>. prepare students for the workplace. The module &#8211; &#8220;Appropriate Behaviours in the Workplace &#8211; what&#8217;s ok and what&#8217;s not?! &#8211; teaches students:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>about appropriate and inappropriate behaviours in the workplace&nbsp;<\/li>\n\n\n\n<li>how to spot inappropriate behaviours&nbsp;<\/li>\n\n\n\n<li>where to go for help and support.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>Your school\u2019s VET Coordinator or Apprenticeships Facilitator will make sure that students complete this module before entering the workplace.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"work-based-learning\">Work-based Learning&nbsp;<\/h3>\n\n\n\n<p>Your school\u2019s VET Facilitator will coordinate students\u2019 Work-based Learning placements\/experiences. They will provide pastoral care and support, and help students make the most of their off-site learning experience. They connect apprentices and trainees with employers and support students throughout their apprenticeship.&nbsp;<\/p>\n\n\n\n<p><strong>ARL<\/strong><br>Strong Families Safe Kids Advice and Referral Line, phone 1800 000 123.&nbsp;<\/p>\n\n\n\n<p><strong>Australian School-based Apprenticeship (ASbA)<\/strong><br>A collective term used in this policy referring to a school\u2010based apprenticeship or traineeship. A school-based apprenticeship is a paid employment-based training program for full time school learners who are in a minimum of Year 9 at the commencement of the school year. <\/p>\n\n\n\n<p>A school-based apprenticeship must be undertaken in accordance with the requirements of the Tasmanian Traineeship and Apprenticeships Committee Policy 2 \u2013 \u201cSchool-Based Traineeships and Apprenticeships\u201d.&nbsp;<\/p>\n\n\n\n<p><strong>Direct employment<\/strong>&nbsp;<br>Is when an apprentice or trainee is hired directly by an employer (rather than through a Group Training Organisation). The employer is responsible for the apprentice\/trainee\u2019s on-the-job training.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p><strong>Group Training Organisation (GTO)<\/strong><br>Their role is to connect learners with host employers. They employ apprentices and trainees, place them with a host business and manage the HR, administrative and training requirements.&nbsp;<\/p>\n\n\n\n<p><strong>Learner\/Student<\/strong>&nbsp;<br>Under the <em>Education Act 2016<\/em> (Tas) a student is a child, youth or person:&nbsp;<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li>enrolled at a school; or&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"2\" class=\"wp-block-list\">\n<li>provided with home education; or&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"3\" class=\"wp-block-list\">\n<li>participating in an approved learning program.&nbsp;<\/li>\n<\/ol>\n\n\n\n<p><strong>Parent (Carer)<\/strong><br>Has the same meaning as in the <em>Education Act 2016 (Tas)<\/em> which is:&nbsp;<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li>a legal guardian of a child and&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"2\" class=\"wp-block-list\">\n<li>another person who has the care, control, or custody of a child and&nbsp;<\/li>\n<\/ol>\n\n\n\n<p>another person who generally acts in the place of a parent of a child and has done so for a significant length of time&nbsp;<\/p>\n\n\n\n<p><strong>Placement<\/strong>&nbsp;<br>A Work-based Learning activity where a student is under the supervision of a Primary contact rather than a DECYP employee.
