{"id":15198,"date":"2020-08-25T09:35:00","date_gmt":"2020-08-24T23:35:00","guid":{"rendered":"https:\/\/www.decyp.tas.gov.au\/?page_id=15198"},"modified":"2023-09-20T11:55:14","modified_gmt":"2023-09-20T01:55:14","slug":"review-of-education-regulation","status":"publish","type":"page","link":"https:\/\/decyp.dev.ionata.com\/th\/about-us\/policies-legislation-data\/legislation\/review-of-education-regulation\/","title":{"rendered":"Review of Education Regulation"},"content":{"rendered":"<h3 class=\"wp-block-heading\" id=\"education-legislation-amendments-education-regulation-bill-2021\"><strong>Education Legislation Amendments (Education Regulation) Bill 2021<\/strong><\/h3>\n\n\n\n<p>The former Education Minister (the Honourable Jeremy Rockliff MP) accepted all 24 recommendations made by the Review of Education Regulation Steering Committee as outlined in the <a href=\"https:\/\/publicdocumentcentre.education.tas.gov.au\/library\/Shared%20Documents\/Review%20of%20Education%20Regulation%20-%20Steering%20Committee%20Report-December%202020.PDF\" target=\"_blank\" rel=\"noreferrer noopener\">Review of Education Regulation Steering Committee Report (PDF, 2.8MB)<\/a>.<\/p>\n\n\n\n<p>The Tasmanian Government passed the <a href=\"https:\/\/www.legislation.tas.gov.au\/view\/html\/asmade\/act-2022-009\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Education Legislation Amendments (Education Regulation) Act 2022<\/em><\/a><em> (The Act<\/em>) on 24 March 2022 and received Royal Assent on 12 April 2022. It is proposed the Act commences in 2023.<\/p>\n\n\n\n<p>The Act amends key pieces of legislation including the&nbsp;<em>Education Act 2016<\/em>, the&nbsp;<em>Teachers Registration Act 2000<\/em>&nbsp;and the&nbsp;<em>Office of Tasmanian Assessment, Standards and Certification Act 2003.&nbsp;<\/em>It also makes minor amendments to<em>&nbsp;<\/em>other pieces of subordinate legislation<em>. &nbsp;<\/em><\/p>\n\n\n\n<p>The Act makes important amendments such as:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>broader application of the&nbsp;<em>Education Act 2016<\/em>&nbsp;principles to facilitate an approach to regulation that is centred around the learner and achievement of outcomes for learners<\/li>\n\n\n\n<li>providing for a performance framework for the regulators, including the development of outcome-based performance targets<\/li>\n\n\n\n<li>establishing skills-based boards for the Teachers Registration Board (TRB), Office of the Tasmanian Assessment, Standards and Certification (TASC) and the Non-Government Schools Registration Board (NGSRB).<\/li>\n<\/ul>\n\n\n\n<p><em>The Act<\/em> has been developed following considerable consultation with relevant stakeholders. &nbsp;<\/p>\n\n\n\n<p>To view a copy of the Second Reading Speech, Clause Notes and Fact Sheet please visit the&nbsp;<a href=\"https:\/\/www.parliament.tas.gov.au\/\" target=\"_blank\" rel=\"noreferrer noopener\">Tasmanian Parliament website<\/a>.<\/p>\n\n\n\n<p>The department has recruited a project team to undertake the implementation of the recommendations.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-css-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"consultation-report\">Consultation Report<\/h3>\n\n\n\n<p>The <a href=\"https:\/\/documentcentre.education.tas.gov.au\/_layouts\/15\/DocIdRedir.aspx?ID=TASED-1087178304-4084\" target=\"_blank\" rel=\"noreferrer noopener\">Consultation Report (PDF, 688KB)<\/a> summarises stakeholder feedback and submissions in relation to the Draft Bill consultation process. <\/p>\n\n\n\n<hr class=\"wp-block-separator has-css-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"public-submissions\">Public Submissions<\/h3>\n\n\n\n<p>In accordance with the <a href=\"https:\/\/www.dpac.tas.gov.au\/divisions\/People_Performance_and_Governance\/Executive_Services\/public_submissions_policy\" target=\"_blank\" rel=\"noreferrer noopener\">Tasmanian Government Public Submissions Policy<\/a> submissions will be treated as public information and will be published on our website once consideration of submissions has concluded. <\/p>\n\n\n\n<p>In addition to the submissions listed below, one confidential submission was received.  <\/p>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td><a href=\"https:\/\/documentcentre.education.tas.gov.au\/_layouts\/15\/DocIdRedir.aspx?ID=TASED-1087178304-4077\" target=\"_blank\" rel=\"noreferrer noopener\">Submission 1 &#8211;
