We focused on&nbsp;<strong>establishing a strong foundation&nbsp;<\/strong>of skills, knowledge and capability across our workforce to set everyone up for success.<\/p>\n\n\n\n<p style=\"font-size:20px\">Our approach to this first year of implementation has been&nbsp;<strong>deliberate, considered and rolled out in stages&nbsp;<\/strong>so that changes to the way we teach literacy are&nbsp;woven into DECYP policies and classroom practice.<\/p>\n\n\n\n<p style=\"font-size:20px\">In 2024, our priority was to&nbsp;<strong>build a shared understanding&nbsp;<\/strong>of what success looks like across schools, communities, families and individuals. Expectations were clearly communicated to School Leaders, so system-led changes were consistently adopted across different schools.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list has-medium-font-size\">\n<li>Principals received <strong>ongoing support and guidance<\/strong> about literacy implementation and intervention. We centrally responded to over 80 school enquiries each month and gave tailored advice to school leaders.<\/li>\n<\/ul>\n<\/div>\n<\/div>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div class=\"wp-block-group\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<p class=\"has-text-align-center block-emphasis__inner has-text-color has-background has-link-color has-medium-font-size wp-elements-d7ea4319c4b47022aba25c16b46671c2\" style=\"color:#001947;background-color:#e37065\">Tasmania is the first Australian state to mandate a structured approach to literacy instruction across a school-system.<\/p>\n<\/div><\/div>\n\n\n\n<p class=\"has-text-align-left has-medium-font-size\">All DECYP schools received information, resources and support needed to begin implementing the Minimum Schooling Guarantee requirements.<\/p>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-4 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-vertically-aligned-center is-layout-flow wp-block-column-is-layout-flow\">\n<ul class=\"wp-block-list\">\n<li class=\"has-medium-font-size\"><strong>100% of government schools<\/strong>&nbsp;with Prep-Year 2 Students have been using a structured phonics program since the start of 2024.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list has-medium-font-size\">\n<li>After extensive investigation, UFLI Foundations and Word Origins were identified as&nbsp;<strong>the preferred literacy programs<\/strong>&nbsp;for DECYP primary schools. This online training course builds knowledge of what a structured approach to literacy includes and how to deliver this approach in the classroom.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list has-medium-font-size\">\n<li><strong>Over 420 school leaders and teaching staff<\/strong>&nbsp;from 166 schools attended training sessions with literacy expert Emina McLean in 2024. The focus of these sessions was on structured literacy, fluency and word recognition.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list has-medium-font-size\">\n<li><strong>120 schools trialled<\/strong>&nbsp;the Dynamic Indicator of Basic Early Literacy Skills (DIBELS) screening tool in 2024, and it has already been used to successfully screen more that 40% of DECYP students between Prep and Year 8.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list has-medium-font-size\">\n<li>55% of our students who completed the Year 1 phonics check in 2024 either met or exceeded the expected phonics achievement. <strong>This is a 5 percentage point increase from 2023.<\/strong><\/li>\n<\/ul>\n<\/div>\n<\/div>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"has-text-align-center block-emphasis__inner has-text-color has-background has-link-color has-medium-font-size wp-elements-1e0ca4d7677a8fa9d13a0c6f2a2a8ead\" style=\"color:#001947;background-color:#e37065\">We are changing the way we teach reading in our schools. This includes over <strong>790 decodable readers<\/strong> distributed to all Prep classes at the start of Term 1, 2025.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list has-medium-font-size\">\n<li>We worked closely with <strong>Catholic and Independent school sectors<\/strong>, to establish a consistent approach to teaching literacy across the state. We are able to share resources, research and ideas and work together to embed these changes across all schools.<\/li>\n<\/ul>\n<\/div>\n<\/div>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div class=\"block-banner block-banner--wp block-banner--horizontal block-banner--regular\">\n\t<div class=\"block-banner__inner\">\n        <div class=\"block-banner__image\" style=\"background-image:url(https:\/\/decyp-dev-ionata-com.assets.ionatahosting.net\/uploads\/2025\/09\/Phonics3-e1758240657959-1024x713.png)\" ><\/div>\n\n        <div class=\"block-banner__content\">\n                            <h2 class=\"block-banner__title\">\n                    Phonics success                <\/h2>\n            \n                            <p class=\"block-banner__description\">\n                    Classroom teacher, Natalie was feeling a little bit nervous about teaching phonics for the first time \u2013 but after completing the DECYP Phonics training, she felt empowered to trial UFLI Foundations with her class. Natalie admits that at first teaching phonics seemed overwhelming. However, once staff went to an introductory phonics training session, it all suddenly made sense. \u201cThe very next day I started getting my routines up and running and sourcing all the equipment needed \u2013 such as pens and whiteboards\u201d Natalie said.<br \/>\r\n<br \/>\r\nNatalie admits it took a few weeks to get things running smoothly, but after six weeks everything was going well. \u201cThe kids loved it too!\u201d After three terms of delivering UFLI Foundations, Natalie could really see the difference it was making to her students. <br \/>\r\n<br \/>\r\nNatalie also noticed her student\u2019s behavior improved, stating \u201cThey are so engaged. As soon as they see the PowerPoint they know what to do.\u201d                <\/p>\n            \n                    <\/div>\n\t<\/div>\n<\/div>\n\n\n\n<h1 class=\"wp-block-heading has-text-align-left\" \n    style=\"border-bottom: 5px solid #0d9b8c; display: inline-block; padding-bottom: 6px;\">\n  Early Years\n<\/h1>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-vertically-aligned-top is-layout-flow wp-block-column-is-layout-flow\">\n<ul class=\"wp-block-list has-medium-font-size\">\n<li>We <strong>tested 35 different screening tools<\/strong> for early literacy and found the Grammar and Phonology Screen (GAPS) is the most appropriate early language screening tool.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list has-medium-font-size\">\n<li><strong>30 Schools trialed GAPS<\/strong> in 2024. After this successful trial, GAPS was chosen as the early literacy screening tool for all DECYP Kindergarten classes.<\/li>\n<\/ul>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-vertically-aligned-center is-layout-flow wp-block-column-is-layout-flow\">\n<ul class=\"wp-block-list has-medium-font-size\">\n<li><strong>Five Early Childhood Education and Care<\/strong> (ECEC) sites trialled Qualiteach ECEC modules and provided feedback.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list has-medium-font-size\">\n<li>We <strong>developed online training<\/strong> to support staff working with children 0-5 years old. The 26Ten Communities Program <strong>supported 597 Tasmanian learners<\/strong> with 1149 hours of tutoring and supported 12 students to complete their Certificate II in Community Services.<\/li>\n<\/ul>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-vertically-aligned-top is-layout-flow wp-block-column-is-layout-flow\">\n<ul class=\"wp-block-list\">\n<li class=\"has-medium-font-size\">Libraries Tasmania continued to deliver literacy tutoring through their Adult Literacy Services with <strong>404 of adult literacy clients.<\/strong><\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-medium-font-size\">An <strong>option for online adult literacy tutoring was trialed<\/strong> in 2024, to increase access to literacy support for Tasmanian adult who are unable to attend the library in person.<\/li>\n<\/ul>\n<\/div>\n<\/div>\n\n\n\n<div class=\"block-banner block-banner--wp block-banner--horizontal block-banner--regular\">\n\t<div class=\"block-banner__inner\">\n        <div class=\"block-banner__image\" style=\"background-image:url(https:\/\/decyp-dev-ionata-com.assets.ionatahosting.net\/uploads\/2025\/09\/jenna2-1024x683.png)\" ><\/div>\n\n        <div class=\"block-banner__content\">\n                            <h2 class=\"block-banner__title\">\n                    Jenna\u2019s literacy journey:                <\/h2>\n            \n                            <p class=\"block-banner__description\">\n                    Jenna\u2019s adult learning journey began when she met Chelsea, the Adult Literacy Support Officer in Smithton. Jenna dreamed of becoming a teacher assistant, and she knew that building her literacy skills was the first step.<br \/>\r\n<br \/>\r\nChelsea worked alongside Jenna to create a personalised learning plan, and soon, Paddy, an Adult Literacy Volunteer, joined their team. Together, they built an environment where Jenna felt supported and understood. Jenna explained: \u201cWhen I\u2019m learning one-on-one with Chelsea and Paddy, I don\u2019t feel judged. They make learning easier because they teach me at my level. If I get stuck, they help me in a way that makes sense. I feel like they actually care about what I want to learn.\u201d<br \/>\r\n<br \/>\r\nPaddy encouraged Jenna to ask questions and never made her feel rushed. If something was hard to understand, Paddy would patiently explain it again, sometimes in a new way. He reminded her that asking questions was a sign of wanting to learn, not something to be embarrassed about. <br \/>\r\n<br \/>\r\nOver time, Jenna noticed positive changes. Her handwriting improved, and she began reading aloud with confidence.
